Name: Institution: Instructor: Subject: Date: Abstract The content of this document contains the analysis of building assets based on legislation, regulations and workplace procedures that apply to their maintenance. It also provides maintenance facility plan for the building assets and issues a report to management concerning the condition, analysis as well as what the maintenance operations entail to the management. Facilities maintenance plan Lift Lifts that are used in various buildings subjected to workplace procedures, legislations as well as regulations that are taken into consideration during their maintenance. The companies in charge of provision of installation services regarding lifts are charged with responsibilities for the safety individuals that use the lift as well as, that of the lift itself. The users of the lifts also have a responsibility to ensure that the equipment is utilised in a way that does not pose any dangers to themselves, the lift itself of to any other person. Legislations and regulations demand that lifting equipment and lifting operations be adequately equipped with safety mechanisms to ensure safe usage. The lift equipment is also subject to building regulations that require its design to comply with occupation safety and health acts in terms of air circulation speed among other aspects of health and safety. Lifts are required, courtesy of the legislations and regulations to be subjected to thorough examinations and inspection periodically to facilitate proper and safe lifting operations(Hastings 46). Cooling tower Cooling towers are systems that act to reduce heat. As building assets they find application in air conditioning where they make use of water to bring cooling effect to air. There are a number of hazards that are linked with their construction and use. They are therefore subject to a number of regulations, legislations and workplace procedures so as to ensure smooth and efficient operations. It is a provision of the Workplace Health and Safety Act 1995 that, designers and engineers who engage in the designing activities of plants or buildings with cooling systems comply with all regulations and legislations(Hastings 71). The owners as well as the users of a cooling tower are expected to adhere to the workplace procedures and also user guidelines as specified by the designer to see to it that a safe and efficient operation of the equipment is observed at all times. Horse reel The installation of horse reels requires understanding, interpretation and application of knowledge of the legislations regulations as well as the industrial requirements. Installation of permanent hose reels in compliance with the relevant requirements of the British standards is known to offer firefighting facility that is effective. The horse reels also provide firefighting equipment that is portable as additional or equivalent equipment. It is of concern of the regulations and legislations that fire horse reels are provided in an accessible manner and are able to be used with a lot of ease and safety. Horse reels maintenance involves checking for damages that are obvious as well as leakages through visual checks. This practice of maintenance should be performed in a regular manner as is demanded by work place procedures and regulations. The checks and maintenance operations should be made formal and be carried out by a competent expert. Pressure vessel The installation and maintenance of pressure vessels in buildings as well as in plants should be done with the approval of the relevant authorities. The approval is done with regard to the method that is used by the regulations and legislations that govern the installation and usage of such vessels. The usage as well as maintenance operations that are associated with pressure vessel must strictly observe to the latter the Occupational Health and Safety measures. This is because failures of theses pressure vessels could bring about mass and serious destruction of properties and loss of lives. All maintenance operations administered are expected to strictly adhere to the workplace procedures and guidelines and be carried out by a competent expert. Emergency generator The installation and maintenance of an emergency generator installed in a building or plant with regard to the relevant regulations and legislations as well as workplace procedures is paramount for efficient, safe and effective functionality of the emergency generator. The decision concerning the maintenance frequency is arrived at on the basis of risk assessment carried out. Work place procedures and guidance play a key role in suggesting the manner in which the maintenance operations need to be executed. They also go a long way in specifying the agencies that should be charged with the responsibility. The agencies must be willing and able to submit to the relevant legislations and regulations governing the use of emergency generators. It is recommended that the people operating the equipment undergo training to be conversant with it. This is in line with the general guidance of the Occupational Health and safety requirements for good and safe practice. Emergency generator Hazardous Waste Generator Regulations: A User-Friendly Reference Document Version 6: August 2012 Condition Index for the assets For the assets in any building or plant a condition index is a ranking that compares the assets in terms of their condition. Condition index is regarded as a tool that is used I the measurement or assessment of the condition of a building asset at a particular point in a given time. It helps in strategizing as well as prioritizing the expenditure of the maintenance cost. The Condition index is determined through comparison of the aggregate requirement for upgrading of an asset and that of replacement done at the current cost value. In other words, Condition index for an asset refers to the ratio of the value of repair or upgrading to the value of replacement expressed in terms of percentage. So a building asset with a lower value of condition index is in a better condition as compared to a building asset with a higher value of condition index which is poorer. For the above selected building assets the condition index based on the legislative and regulative guidelines. The condition index is developed based on the following scale; 0% - 35% (The condition of the asset is good) 36% - 70% (The condition of the asset is fair) 71% - 100% (The condition of the asset is poor) Building asset Condition Index 1. Lift 24% (good) 2. Cooling tower 43% (fair) 3. Horse reel 56% (fair) 4. Pressure vessel 18% (good) 5. Emergency generator 66% (fair) Priority Ranking Scale for the assets For building assets, the scale of priority ranking is a developed tool that is used a lot in the maintenance management of the assets. It ids in the identification of the relativity of importance of all the assets and the urgency of attendance of each asset with regard to its condition. It helps in identification of the assets that require immediate concern on account of their condition and relevancy to the building structure or plant (Stanford, Herbert 97). The priority ranking scale as a tool becomes critical in the following; Allocation of resources Optimization of land, building as well as structures; and Disposition of assets that are not required any more For the above selected building assets the priority ranking scale, is determined also on the basis of legislative and regulative guidelines. The Priority ranking index is as follows in the order starting with the most prioritized to the last one which is least prioritized; 1. Pressure vessel (Most prioritized) 2. Horse reel 3. Emergency generator 4. Cooling tower 5. Lift (Least prioritized) Report for senior management about the selected building assets The following selected building assets were subjected to maintenance analysis to establish their condition. This was done on the basis of the relevant and applicable legislations, regulations as well as work place procedures and guidelines that affect their usage and installation. In the course of the analysis, it was observed that the assets either complied or did not comply with the regulations, legislations or even the work place guidelines and procedures. The analysis results were tabulated in a checklist as shown below; Building asset Compliance with regulations Lift Fully complied Cooling tower Fairly complied Horse reel Fairly complied Pressure vessel Fully complied Emergency generator Fairly complies The process of performing risk assessment aimed at establishing maintenance priorities for the building assets would entail the following; Determination of safety and health hazards that exist for a given building asset Determination of the priority and urgency of every hazard through assigning risk score or risk rating Formulation of reasonable measures for risk control whose application is practicable so as to bring down the risk score/rating to a level that is acceptable; and Documentation of all the above matters with the use of a risk assessment form Following the risk assessment there would be maintenance of the building assessment. The performance of maintenance operation would be done on the basis of the maintenance priorities where the assets are ranked in a priority list of (1-4) rating with 1 regarded as the highest priority and 4 regarded as the lowest priority. The rating of priorities with response to time of the assets would be as follows; 1. Horse reel 2. Emergency generator 3. Cooling tower 4. Pressure vessel 5. Lift Resources required for performance of appropriate maintenance The process of appropriate maintenance of the building asset would, among other things, require resources to facilitate its execution. Maintenance of building assets is required in order for them to be able to attain their full life spans (Stanford, Herbert 52). Failure to carry out maintenance adequately results in a faster deterioration of the assets with diminished service life. The resources would range from human resource that is the competent skilled and semiskilled experts, new components of the assets that are faulty and need to be replacement, equipment or machinery for use in maintenance operations, time period as well as finances to fund the entire maintenance process. The maintenance process of the building assets would involve necessary consultations with tenants as well as the relevant stakeholders. This would entail seeking the views as well as opinions of tenants and the stakeholders with regard to the desired improvements to the assets. There shall also be arrangements made with the tenants as well as the stakeholders on the appropriate timing to conduct the maintenance operations so as to see to it that the core activities are disrupted to a minimum level if need be. The long term performance of the building assets would be considerably improved through the building assets maintenance process. This would involve alleviation of potential failure occurrences in the components as well as protection measures to ensure that the assets are secure from any hindrance to their expected performance. Action plan and proposed schedule The action plan as well as the proposed schedule is expected to assist the tenants as well as other relevant stakeholders to organize and to classify repair as well as maintenance tasks within a time-line period that is prescribed. This would involve the use of entry tables that would serve to specify particular tasks with their respective time in a particular year. The development of the proposed schedule and action plan would be done by owners with the help of qualified consultants (Stanford, Herbert 103). The action plant and proposed schedule for maintenance of the building assets would take into account the following key aspects; Operating costs Costs of maintenance and repairs Adaptation costs Renewal costs Renewal and maintenance plan A program for maintenance Assets disposal The disposal of these building assets, if need be, would first of all involve the determination of their value as at the time of disposal, then disposing them off through sale. Another way of disposing the assets would involve putting them into other appropriate usages. However for other assets not disposed through this means, it would require engaging environmental authorities to dispose them as waste (Stanford, Herbert 103). The entire process activities of maintenance and disposal will certainly be influenced by environmental factors including asset condition, maintenance history, surrounding infrastructure as well as weather condition. Conclusion Buildings and building assets are very vital to mankind with regard to their social and investment values. Proper installation as well as maintenance of the assets is therefore critical to ensure protection of mankind as well as the assets so they are able to achieve their intended purpose, meet the set standards according to regulations and legislations and to yield optimum returns.
